The Oyo State House of Assembly has clarified that there are no plans to alter the Alaafin of Oyo’s chairmanship of the Council of Obas and Chiefs. In fact, the Assembly is set to take a significant step in solidifying the Alaafin’s role as the permanent chairman of the Council.

The Assembly will deliberate on the second reading of the Council of Obas and Chiefs (Further Amendments) Bill, 2025, at its plenary session. This proposed legislation seeks to reaffirm and institutionalize the Alaafin’s position as the permanent authority and presiding chairman of the Council, effectively abolishing the rotational chairmanship system among traditional rulers in the state.

According to the proposed amendment, “The Chairmanship of the Council shall be permanent and concurrent to the Alaafin of Oyo, Olubadan of Ibadan and Soun of Ogbomoso whilst the Deputy Chairmen and Vice-Chairmen shall be as contained in Schedule II and Schedule IA to this Bill”. This means the Alaafin of Oyo shall preside over all council meetings, while in his absence, the Olubadan of Ibadan shall preside, and if both are absent, the Soun of Ogbomoso shall preside.

The Oyo State House of Assembly’s decision to deliberate on this bill is a significant step towards clarifying the leadership structure of the Council of Obas and Chiefs. By solidifying the Alaafin’s role, the Assembly aims to promote unity and cooperation among traditional rulers in the state.

This development comes amid previous reports suggesting a different arrangement. However, the current proposal maintains tradition and seeks to reinforce it, with the Alaafin retaining his historic and well-established leadership role. Proponents of the bill argue that this arrangement would promote stability in the Oyo State traditional council, prevent administrative uncertainties, and foster greater respect for the institution in the State.
