Legislation is one of the registered words that belongs exclusively to legislature who acts and operates in line with constitutional provisions of internationally acceptable democratic setting.
The word ‘Legislation’ is the primary duty of legislatures who could be found at the Local Governments’, state and National levels respectively.
It is no more a gainsaying and indisputable fact that the current operation of democracy in Nigeria, Africa and world at large gives room for corporate existence of legislatures at the three (3) basic levels of government.
Who is a Legislature?, Legislature or Lawmaker is one of the arms or genres of government whose primary task is centered on legislation or law making that is meant to enhance the people’s lots and at large improves their standard of living.
Legislatures are found at Local Government’s level to promulgate ‘Bylaws’, those at the respective states’ hallow chambers make ‘Edicts’ and while those at the federal level with the composition of Houses of Senate and Representatives are charged with enactment of ‘Statutes’ respectively.
Suffice to say without being economical with the truth that the Lawmakers or Parliamentarians have no unilateral power nor strength to fix themselves into the hallow chambers, but are being elected by the electorate of the states’ constituencies, federal constituencies and senatorial districts respectively.
It has to be emphatically stated that ‘the concept of legislation goes beyond ordinary representation, comfort in the hallow chambers and accrued monetary gratifications but mastery of the task, lobbying and ability to speak legislative language fluently.
Games begin immediately the lawmaker wins at his/her constituency or senatorial district, when he/she needs to romance with other successful parliamentarians of other constituencies on how to inaugurate the house and form the constitutionally allowed committees.
Failure of the lawmaker begins at this stage, provided he/she is a first timer who has no mastery of the game nor understands the language of the house or stale lawmaker who has no skills nor intelligence of ‘lobbying’.
The lawmaker will be on a part of success and the constituents will feel the impacts positively, if he/she is able to maneuver the way into juicy committees, speaks the house’s language and loved by majority of the lettered parliamentarians.
