Emmanuel Adio Oyebisi Akinteye was the father of late Julius Olafaju Oyebisi who happened to be the first Baale of Ilupeju, his mother was Alice Omokunmi from Onimoba Compound, Imoba Okeho, Kajola Local Government, Oyo State.

Chief Julius Olafaju Oyebisi sojourned on this planet for only 70years, He was born 70years ago to the Royal family of Oyebisi Akinteye of Alasia Adeniji Egbeji, Isia, Okeho.

He started his primary education in the year 1962 at First Baptist Primary School, Isia, Okeho and he rounded off in 1967.

After his primary education, he was for two years staying with Baba Oyebisi learning the trade of plank selling. The trade of plank selling took him to so many different places and forests like, Iluku, Idogun, Eleja very close to Igbojaye in Itesiwaju Local and to Sabe in the Republic of Benin.

After his training as Grade II teacher, he was posted to Progressive Grammar School, Ado Awaye. He was in the school as a teacher for two years.

He resigned as a teacher in 1983. He went to University of Lagos for Diploma Certificate in Computer Science.

Immediately after his training in computer studies he worked with one company at Ilorin , the company was into Aluminum business, the company employed him as a finance officer and he served as the accountant in the finance department.

He retired voluntarily from the company after much pressure from his father Pa. Emmanuel Oyebisi that he should come back to Okeho so that he can be a helping hand in the business of plank selling. He came back in 1989 and immediately he came back to Okeho, he was given an appointed by Oyo State TESCOM as an account clerk and he was posted to Okeho/Iganna Grammar School.

He was at OIGS for some years and in 2007 he was posted to Awoyemi Commercial High School where he retired.

While he was in the service, he took an active part in the trade Unionism, he was for several years the Chairman of NASU for Kajola Local Government Area.

He was appointed as the first chairman Board of Trustee of TOJUALE, a social security programme for NASU members.
Chief (Comrade) Olafaju Oyebisi attended so many courses in order to update himself and be abreast of knowledge while in the service. In 2005 he became a Chartered Public Administrator having completed and passed the courses of study approved by the Chartered Institute of Public Administration of Nigeria.

History was made when on 1st December 2009, he was made a Baale by His Royal Majesty, Our Oba, Oba Rafiu Osuolale Mustapha (Adeitan II) The Onjo of Okeho (oba Oke Ogun.)
Our Oba, the kabiyesi Onjo of Okeho, who is the custodian of our culture, a man of ability and of course wisdom delved into the history consequent of upon this, he made out a Chief and Baale of Ilupeju out a Chief Olafaju Oyebisi. Kabiyesi was backed up by the state law Cap 28, Part 3, Section 22, year 2000.

Subsequent upon his appointment as Baale, the day to day running of the affairs of Ilupeju falls on him and what is more, the position he was given by Kabiyesi, the Onjo of Okeho was unprecedented one.

Though his reign as the first Baale of Ilupeju was very short but very eventful and what is more, his reign witnessed remarkable development.

During his time and reign, there was peace and tranquility, eeku ike bi eeku, beni eye n ke bi eye. There was a geometrical increase in the number of houses built in Ilupeju Area of Okeho, so he could be seen as a good territorial expansionist.

It was on record that during his time Ilupeju Community was given a Primary School tagged as Ilupeju Community Primary School, equally too, one maternity centre was approved and built for the use of Ilupeju Community.

For easy administration, Chief Oyebisi sought the approval of Kabiyesi the Onjo of Okeho to have Ilus who will be helping him in the day to day running of the affairs of the administration of Ilupeju, and subsequent upon the approval of the kabiyesi, the following persons tested and unquestionable character were selected and installed with their portfolios. They are:
1. Chief Biliaminu Lateef Abiodun, Baba Isale of Ilupeju
2. Chief Waheed Ajadi, Balogun of Ilupeju
3. Chief Mrs Adejumo Charlotte, Iyalaje of Ilupeju
4. Chief Olayiwola Baniduro Oladipupo, Otun of Ilupeju
5. Chief Raji Musibau Rotimi, Mayegun of Ilupeju
6. Chief Mrs Victoria Mogbaduola Ayanleye, Iyaloja of Ilupeju
7. Chief Johnson Ojebiyi, Baale Agbe of Ilupeju

These Ilus have proved themselves worthy and they have been working assiduously with the Baale of Ilupeju to make sure that things are going on well, may God bless all of them.

I have every hope that these people will still continue to maintain their loyalty by keeping the ball rolling in terms of the developmental strides which they started together with the Bale of Ilupeju.

Let me digress a bit, it is catholic for Government to earmark land for development in government estates like Ilupeju, but then the ones earmarked for Ilupeju Community have been reallocated to individuals thereby slowing down the development of Ilupeju Community in order to remove all the clogs in the will of progress, the concerned authorities should give back those land in order to speed up remarkable and usher in radical development in Ilupeju community.
