The expected drama before 2nd Term inauguration of Gov. Seyi Makinde began on Friday 5th May,2023 as the permanent secretary of the Head of Service , a true loyalist, and versatile worker ,Mrs Olubunmi Oni succeeded retiring Alhaja Ololade Agboola based on experience , friendliness, openness and leadership charisma, followed by an inauguration/transition committee involving commissioner of Information,Culture and Tourism,Dr Wasiu Olatunbosun, PDP Oluyole Federal House of Representatives’ candidate, Olawale Mogbonjubola, Chief Of Staff,Debo Ojo among others, believed to spearhead activities ahead of the officialness of 2nd Term of Seyi Makinde which will event from May 29th, 2023.
However, it becomes very pertinent to scorecard every ministry under Seyi Makinde in the outgoing 1st Term administration, especially fourteen(14) out of several ministries in the state for a case of pointer to how functional citizens desire them in that advertised robust enjoying governance in the Omituntun 2.0 structure be realized.

SECURITY:
Security is one of the cardinal points of Makinde back then in 2019, with the belief of its maintenance in the proposed 2.0 Mantra acknowledged ” Sustaining accelerated development”. The calibre of personnel in this sector have been greatly proactive ,technical and experiential , this enables credit to Makinde during the 2020 EndSars ,banditry invasion and what have you.
Consequently, formalization of South Western Security Network codenamed ‘Amotekun’ strengthens local areas security intelligence, with many more need to vote outstanding funds into the sector. No doubt, this security should be more strengthened as with experiences had new administration usually faces security challenges. Recall, more new faces move to the state as long as the government enables thriving economies . The present commissioner has credibly delivered though with no slackness expected herewith.
JUSTICE:
Each time this sector beams at me ,I know it is one of the critical ministries owing to its sensitivities. The present commissioner and Attorney-General,Prof. Oyelowo Oyewo is a brand, let us give it to him. He is legal academic. He is reserved respect at all times. However, he should not forget victims of Police brutality in the state. Good job here.
EDUCATION:
Another key sector is Education. The future of a society is determined by thriving nature of education in her. Oyo state has been blessed with brilliant stakeholders in this sector, until now. The ministry under Barr. Olasunkanmi Olaleye and Barr. Abdulramon Abdulrahim really witnessed huge success ranging from Ladoke Akintola University,Ogbomosho, the ugraded Emmanuel Alayande College of Education to a degree awarding institution , recently renamed Abiola Ajimobi University, increased phase lifting of Polytechnic,Ibadan and Adeseun Ogundoyin Polytechnic,Eruwa among others. Success ! However, there is a huge need to transparently give room for huge thriving of true scholarship Board for real motivation of students’ positive academic performances.
PUBLIC WORKS AND TRANSPORT:
This sector has really thrived under the leadership of Prof. Raphael Afonja and Prof. Dahud Sangodoyin with laudable infrastructural development . However, it becomes very necessary to say that there are several grassroots roads surveyed and submitted for approval including Femiti Oluwa Oke Odo Alapata Olosan Alakia Ibadan, area of Egbeda Local Government that houses over 1000 residents and government secondary school (CHS Ajagba ,Ibadan) in total disrepair despite official visit and survey since Tuesday 25th August,2020 led by Engr. Ebunoluwa Akinwale ,with the belief many other communities will equally be at stake. Gov. Makinde should direct the ministry to consider inlet road constructions as this will afford the people of Oyo State to enjoy the dividends of democracies in the forthcoming 2.0 Mantra.
BUDGET AND PLANNING/FINANCE-
These are a functional economic ministry in Oyo State , thriving brilliantly under the leadership Prof.Musibau and Mr Akinola Ojo respectively at least prompt submission of budget framework and expected approval for projects. However, it is believed the ministries should look forward to including expansion of economy net away from Transportation, but also Tourism, Sport and Hospitality sectors in its budgetary framework ahead of the 2024 Budget presentation as this may help to reduce incessant loan accessibility while we explore our untapped sectors.
WOMEN AFFAIRS AND SOCIAL INCLUSION:
Fairly will I say this ministry functions beyond expectation. The ministry has a lot to do in the 2.0 Mantra, including drastic effort towards total eradication of beggars in the state. Task force should be set at arresting non-body impaired persons who are found around for begging even daily at different bus stations. There is a need for stern masculinity in the administration of the ministry.
YOUTH AND SPORT:
A real ministry opened for a youth commissioner,Seun Fakorede for four(4) years. The commissioner encourages the youth indeed as really he understands youths mobilization. How about the sport? This is still not measuring a successful size. The ministry has nit really made use of the 5.1bn naira remodelled Lekan Salami Adamasingba Stadium. The ministry needs a commissioner that has international sport affiliation which will enable sponsorship of the Oluyole Warriors and 3 Crowns FC teams, and as well total exploits of other sports. Governor Makinde has really tried for this ministry, but more work for its fine tune and economic delivery as intuited by the state government. A pointer ahead of the 2023 2nd Term administration.
CIVIL SERVICE-
This ministry is really performing under its present commissioner based on renewed training and retraining status quo. However, there should be more funding if it as to give the state workers better welfare which will close doors against industrial actions.
COMMERCE AND TRADE:
The ministry is averagely thriving in the state. There is a need for the ministry to make law on market structural design which will mitigate against loss of properties to fire disaster, constant market monitoring. Yet, the present commissioner ,Alhaji Mikail Lawal is trying but could up his game more.
LAND AND HOUSING:
The ministry is trying under Townplanner,Segun Olayiwola. However, the ministry needs a surveillance mechanism against wrong layouts in our developing areas while a sure end comes to approval of construction under or near high tension cables. Similarly, stern frown at structures along watercourse must be formalized.
LOCAL GOVERNMENT AND CHIEFTAINCY MATTERS:
The ministry fared better under Chief Mikail Lawal as then all local government chairmen feared the political intelligence of his personality especially at the grassroots. However, the succeeded commissioner,Barr. Olasunkanmi Olaleye is making up especially giving a new phase to the chieftaincy matters in the state which will enable prompt address of traditional and monarchial issues. It is believed the yet to implement resolution of local government administrators construction of 5kilometres local roads in 2021 should be uncovered in tandem with the resolution of the outgoing Oyo Assembly’s 9th Assembly led by Rt. Hon speaker,Adebo Ogundoyin for total growth that fees the said city.
AGRICULTURE:
This ministry needs to be renamed Agric. Business as this will fully harness efforts of Mr Debo Akande who forefronts business adequacies of the ministry , as it appears since the sack of Hon. Muyiwa Jacob Oyekunle, the ministry has since then been rescinding. Meamwhile, it is the major eye of Oyo State. This should be more considered by our amiable Governor Seyi Makinde in his 2nd Term Executive Council formation.
ENERGY AND SOLID MINERAL:
This ministry is not giving the best as expected. There should be more internationally experienced personalities in the ministry and not just on paperwork. Oyo State should start producing her energies on renewables now, encouraging of solar planting against diesel dependency. Oyo Gas station planting in conjunction with Shell Nigeria should commence in earnest as to attract foreign investors , thrive the local investors and business owner which will upwardly increase the business owners which will upwardly increase the state attained 7.3billion naira as IGR monthly
MINISTRY OF ENVIRONMENT:
It will be too sinful for me if I fail to mention most active ever commissioner of Environment in Oyo State Late Rt. Hon. Kehinde Ayoola . since the departure of this rare gem, it seems the ministry has lost focus. It is now a huge call for Governor Seyi Makinde to appoint a stern legal practitioner as this will help to maintain all embarking state project and the existing in the public space.
MINISTRY OF INFORMATION, CULTURE AND TOURISM:
This ministry is performing , only that there is less synergy with the private media stations in doing the business of the government. Allowances should be packaged for all journalists covering all government beats be it from public or private media which will continually oil better relationship. In short, a listening personality should be appointed as to seal-off saboteaurs and financial bureacracies , we trust the Governor though!
In conclusion, for beyond expectations of the government ministries in the Omituntun 2.0 Structure , administrators should be appointed to ministries based on academic field coverage and public charisma so as to weave round more prestige, credibility to the administration of Gov. Seyi Makinde for the 2nd Term from 2023 to 2027, permission for journalistic interview granting as this will enable openness in the government business and totality giving in respective administrative capacities.
