The Lawmaker representing Ibarapa Central/Ibarapa North at the floor of the Green Chamber of National Assembly, Hon. Ajibola Muraina has said that the motion moved 13 years ago over Ibadan Dry Port Project by the Senator representing Oyo Central in the House of Senate, Oloye Teslim Kolawole Folarin has nothing to do with its current approval by federal government.
Muraina disclosed this, in a piece of writing personally issued and made available to press men.
In his words,”When a motion is moved and the House passes a resolution on it, it can only last for the life span (4 years) of that Parliament for implementation by the Executive”.
” Once it’s not executed by the Executive within the four years, it lapses and dies with that Parliament at the end of the life span of that Parliament”.
” See also the case of Anisminic vs Foreign Compensation Commissioners- an English case- a Parliament cannot bind its successor. Whatever is not done within the life span of a Parliament dies with it”.
“Further proof that the Ibadan Dry Port project as approved today has nothing to do with somebody’s motion 13 years ago”. Muraina concluded
